Policy Designs in Food Security Policy in Developing Countries: a Comparative Study

Olga is a doctoral researcher at Humboldt University’s Department of Food and Agriculture Policy. Her main research interests are sustainable development paths and policies, food security, policy analysis, design and transformation.

The doctoral thesis deals with the question to what extent global hunger can be counteracted by optimizing Food Security policy designs in developing countries in order to achieve SDG2.

The project aims to identify and classify various policy designs in the field of Food Security and to examine the relationship between Food Security policy designs in different countries and the resulting level of food security. The overall goal of the thesis is to examine and highlight effective policies for improving Food Security of different countries in the short, medium and long term. Specific objectives of the research are:

- to develop a methodology for identifying the applied food security policy patterns in different countries under various conditions

- to structure and typify the identified policy patterns 

- to group developing countries into clusters according to the used policy pattern 

- to identify which elements of policy design are necessary and sufficient for sustainable food security

To achieve the project goals, various methods will be used: discourse analysis, case-to-case study, stakeholder interviews, as well as qualitative and quantitative secondary data analysis. The research is designed as an overview and benchmarking study of agricultural, trade and other policy instruments used in different countries. The analysis in this thesis is the first to pursue such an in-depth approach and will provide the basis for improved policy advice.


Olga graduated in Economic Sciences from the Academy of Economic Studies of Moldova (MSc) and in Global Economy from the Diplomatic Academy of the MFA of the Russian Federation. She is currently a Hanns-Seidel-Stiftung-funded doctoral candidate in the Department of Food and Agriculture Policy at Humboldt University. Olga has previously worked for the Moldovan Government as a Leading Consultant in International Relations and Investments and completed internships at the German Parliament and NGOs.
