Developing a blueprint for an international policy regime on eligibility for Loss and Damage finance under the Paris Agreement

This PhD project aims to outline the conditions that facilitate a policy regime of fair burden-sharing of unavoided climate impacts under the Paris Agreement and the United Nations Climate Change Convetion (UNFCCC). This will be done in four steps conducting:
  1. An analysis of the role of arguments in multilateral negotiations
  2. A normative analysis of the distribution of responsibilities under situations of imposition of uncertain risks and multiple agents
  3. An assessment of the options for distributing responsibilities relevant to L&D under the Paris Agreement (“international policy regime on eligibility for L&D finance”)
  4. A case study of applying the international policy regime for eligibility for L&D finance
This PhD project relies heavily on qualitative methods, including process tracing. In addition, normative analysis will elucidate the morally relevant dimensions of risk imposition and conditions under which duties can reasonably be expected to be borne by different agents in circumstances of uncertainty. Case studies will be employed to clarify the morally relevant issues at stake as well as to assess the feasibility and implications of the international policy regime that has been developed. 


Olivia graduated in philosophy from Freie Universität Berlin (MA) and in International Media from Goldsmiths College, University of London (BA). After graduation she worked as a research analyst to the director of the Potsdam Institute for Climate Impact Research (PIK) and later joined Climate Analytics gGmbH where she provides advice to Smalls Island Developing States and Least Developed Countries in the international climate negotiations. Olivia pursues her PhD as part of the EmBARK project.
